You can only claim and receive compensation for the cancelled flight if your flight started in non-EU country, but the airlines must be registered in EU. And, of course, other Regulation (EC) No. 261/2004 requirements must be accomplished, such as the flight must arrive more than 3 hours later and the reason for cancellation can’t be extraordinary circumstances in order to receive cancelled flight compensation.
